What changed
The City of Austin's HOME (Home Options for Families and Empowerment) code amendments took effect in 2024. The first phase allows up to three housing units on most single family zoned lots; the second reduced the minimum lot size for new homes. Separately, the city removed minimum parking requirements in 2023.
What still limits your lot
Setbacks, height limits and impervious cover limits still apply, and impervious cover is often what decides how big an ADU can be.
Protected trees and their root zones can rule out parts of a yard.
Private deed restrictions and HOA covenants are not overridden by the city code and may limit additional units.
Utilities: water, wastewater and electric service may need upgrades or new connections.
Three ways to add a unit
Detached ADU: a separate small house in the backyard, the most private option.
Garage conversion: often the least expensive, since the slab, walls and roof exist. Plumbing is cut into the slab.
Attached unit or internal split: adds a unit within or against the main house.
Outside Austin
Round Rock, Pflugerville, Georgetown and other cities have their own ADU rules, which are often stricter. We check the code for your address.
